Evaluation is fundamental to effective decisions on policy, investment and innovation. Dr Könnölä has designed impact assessments, established KPIs and reviewed public programmes, start-ups and accelerators, including the European Innovation Council.

European Innovation Council (EIC) Accelerator
Proposals from SMEs focused on disruptive technologies were evaluated, including their viability, business model, and social impact. National innovation programmes were evaluated with a view to integrating them into the CEI’s offering.
DigiCirc-Programm zur Förderung der blauen Wirtschaft
He served as an expert evaluator, assessing the innovation potential and market readiness of circular economy solutions in the maritime sector.
UEFISCDI (Romania)
He served as an expert reviewer and rapporteur for the National Research, Development and Innovation Plans, providing policy recommendations and rigorous programme evaluation.
